NASEN today announced details of the Government's school funding reform
consultation.

Amongst the proposals is the idea that Local Authorities will be given a
"high needs" budget for students with higher needs, most of whom will have
SEN. The High Needs Pupil Block will fund all additional provision from
Early years thru to post-16 education and training. However, it is being
assumed that schools will spend £10,000 per pupil from their core and
additional support budgets before being able to ask the LA for additional
amounts from the High Needs Pupil Block.  It is proposed that state funded
Special Schools will be funded for a set number of places at £10,000 per
pupil. Local authorities wishing to name a special school in a child's
statement will have to agree any additional top-up fee for each child
placed.
